These DRAFTS of sections of the Pennsylvania Biodiversity Conservation Plan (BCP) are the products of individual PBP task forces with input from task force members, other PBP members, stakeholder focus groups, public comment forms, discussions at two statewide conferences (with one conference focused on the draft plan), and external reviewers. Biodiversity in Pennsylvania: Snapshot 2002 served as a base on which the Plan is built. It is important to note that this is a work in progress. Continual input, review, and revision will be necessary to successfully implement the Pennsylvania Biodiversity Conservation Plan. Biodiversity Conservation
In developing this Plan, PBP defined biodiversity conservation as the long-term sustainability of the function and composition of ecological systems for the benefit of present and future generations. The goal of the Pennsylvania Biodiversity Conservation Plan is to provide recommendations and strategies for the long-term sustainability of biodiversity in Pennsylvania based on
Recognition of the ecological, economic, and cultural roles and interactions of component species.
Conservation and restoration of native species and their genetic integrity.
Utilization of best available science and adaptive resource management.

Quality of Life for All Pennsylvanians
 
The goal of the BCP is to conserve Pennsylvania's biodiversity through proactive measures emphasizing voluntary and incentive-based programs. The BCP is a non-regulatory effort designed to identify needs, to encourage cooperation and collaboration, and to implement actions at state, regional, and local levels throughout Pennsylvania.
